Linux Reader from Disk Internals is a great tool that allows you to view the contents of various Linux Filesystems on your windows machine. Great for creating images of external drives with linux file systems as well. I use it to view drives I've grabbed from embedded systems.

This utility for windows allows you to mount and modify linux file systems directly on your windows OS. Great for when you need to fix a change that messed up a system and don't want to run a live cd or anything like that. This isn't free but does have a trial.
